I like to imagine that Twilight’s role in Equestria’s Government is doing the maths for everyone’s taxes and just sends them a bill that they need to pay. Equestria is a perfect magical place, so ponies needn’t go through the stress and frustration of doing all that maths, additionally, Twilight is a nerd and she’d love doing all those maths.
 
If you can’t tell, I prefer the European way.
