Perhaps she simply moved there afterwards, there could be any number of reasons as to why she is there. After she was done with the military she left to that city, becoming a guard or perhaps advisor of some kind? Who knows why she is there, all we know is she was a general for the Princess at some point.
All that can be said with any degree of certainty is that pony looks exactly like Firefly, in a time period appropriate for her to be in, so it is likely her.
Being a non-general and apparently dying*
I am aware, but it’s unlikely that Firefly would be a non-general in this far off kingdom in the same lifetime as being a general in Equestria.
Chrysalis is VERY old, perhaps 1000 years or a little less. She has been around since Starswirl the bearded, who lived during the time of the Sisters rule and after Celestia banished Luna.
In the show, Firefly was an Equestrian citizen around the time Luna was banished, so she probably didn’t run into Chrysalis.

Well, it wasn’t explicitly stated, but Chrysalis drains her and a large group that kills the king of the kingdom (implied, they say he ‘turned into stars’)
