Yes, he, at some distant time was once a relatively normal pony mutated by exposure to chemicals, likely a failed batch of IMP, the circumstances of which are shrouded in mystery, as all memories of the past are completely lost due to the agonizing and mind-shattering transformation he underwent. Occasionally there will be blurry, flaches of memory or nightmares, but they will quickly be forgotten.
 
As for writing a story, I’d like to but I am not that good of a writer, and I don’t know if I could connect the story of a monstrous-looking but caring father and his adopted daughter, a strange and secretive town, a reincarnating raider queen and holes between time and dimensions, and make it compatible with the proper canon Fallout: Equestria setting.

would it be safe to assume Taint Fare is some form of IMP/FEV creature? He reminds me of a Fallout 76 Snallyghaster to an extent. Other sources of the goo can be found across the wasteland.

I don’t think I am that good of a writer, and the story line is heavily on the “Wild Wasteland” side of things. I’m not sure it would be liked as a story.

There is no worry for that. As mentioned earlier, he senses things by echolocation and touch, but has a very keen sense of smell, and can hear. He is semi-feral, but he is also sentient and recognizes his daughter easily.

…pretty sure this guy (a) isn’t a dedicated carnivore and (b) can recognize his adopted daughter with or without headgear. Or are we assuming she never, ever adjusts or removes it to wash up?

Something tells me this will end in tragedy.
