Suggestive is close to being NSFW but as its name, it only “suggests” it. Meaning, it doesn’t really show anything and for that reason, is not NSFW.
 
Questionable is something that is obviously NSFW but it has the more common parts of it according to society. Meaning, seeing a naked woman without a bra with a naked man who wears his underpants in public is questionable.  
Because it can happen.
 
Explicit is something like questionable but is something no one would do in public. Who would have sex in public?

I’m NOT! I honestly thought that Questionable and Suggestive, in names ALONE, showed which was closer to explicit.
 
Something being “questionable” falls on a spectrum where it can be considered safe, or can be considered explicit; it’s broad; worthy of being questioned.
 
Suggestive ‘suggests’ how lewd it is. There’s no need to guess with it; it’s right in the word, and meant to be right in front of the viewer. Assuming that it takes a back seat to that which can only be “questioned”, was, as I saw it, ridiculous.

I’d change some of those, yes.  
Excepts maybe >>824620, in which RD makes a suggestive move but the pose isn’t sexy per se (e.g., legs aren’t wide open).

It is pretty tricky. Not everyone has the same view on things. Me for example, I’ll admit that I have a rather strict, black-and-white interpretation of the rules.

That Rainbow Dash is suggestive. That’s a sexy pose but not too overt, like this Vinyl Scratch. That Rarity is a bit of a borderline case, the focus isn’t entirely on her rear. The other three, I dunno. Personally, I feel the spread legs and come hither looks on their faces puts them slightly above suggestive but then like I said: I tend to be too strict when it comes to rules.

Maybe call a mod here?
