Perhaps it’s a list of those she’s lost, in any manner, be it death, disappearance, cosmic separation, what have you. If you consider the comics canon, you are free to imagine that miror Sombra is carved into the other side. (Or to pretend that never happened if you prefer. I’m not the continuity police.)

Of course it’s an AU, that’s why I pointed out the crossed-out “Luna”. Luna coming back obviously hasn’t been changed. If it was a list of ponies Celestia had killed, she wouldn’t have “unkilled” Luna.

This is obviously an AU. Twilight hasn’t been corrupted in the show either so using that as an argument doesn’t really work

Given that Luna’s name is crossed out and both she and Sunset Shimmer are very much alive, the names on her peytral are obviously not a list of kills. The “implied death” tag doesn’t really fit.

Ah… so she keeps a constant reminder of her failures with her at all times? That honestly fits my perception of Celestia perfectly. I’ve always thought that her greatest fear is of not being able to protect the ones she loves. It makes sense that she’d keep a close memory of each failure, to try and remind herself of what she did wrong, so that she wouldn’t repeat here mistakes.
