Yes, but the joke falls flat. It isn’t done as a joke, or anything. It sounds like a jab and is kind of treated as one in the picture, description or not.

About the tags: This is hardly “fanon discontinuity”, as that term refers to dismissing outright canon. As disappointing as it might be to some people, there is a rather critical difference between “popular fan interpretation” and “canon”. Furthermore, I do not see this picture as expressing a real-world agenda, so the “mouthpiece” tag shouldn’t apply either - if it did, it would go on pretty much every picture showing any sort of fanon.

to be sentient is to “able to perceive or feel things.” You’d be hard pressed to find an animal not fitting that description.

There’s still a big difference in cognitive abilities and sentience between ants and mice compared to humans, dolphins, fictional equines with human-like intelligence, and potential advanced alien species. Bu that’s an entirely different ethical debate.

Genocide is the knowing extermination of sentient beings. Pest control is meant for animalistic, non-sentient pest species like ants or mice. Even if you manage to kill every single member of the species in your city, there’s still billions more elsewhere. And if you’re considering sapient creatures on the level of non-sapient animals to justify killing them, that’s where the sociopathy comes in.

MLP isn’t the only fandom that does this, either. Look at Touhou. One line in Imperishable Night? Yuyuko is a glutton and is always trying to eat Mystia. Yuuka says genocide is a game? She’s a sadist. Tenshi regrets screwing with the weather and wants to be punished? She’s a masochist.

I don’t have strong feelings for it one way, or the other. I don’t consider it “canon,” but it is a cute piece of fanon sometimes.  
Also, to be fair, “Baby Cakes” did show that ponies can have children of different races depending on their ancestry. Derpy could have a grandmother who was a unicorn, or perhaps Dinky’s Daddy is one.
 
I find it more odd that fans assume every blonde-haired, grey-coated filly is Derpy’s though, considering most ponies don’t have the same coloring as their parents. The only exception I’ve seen are Rarity, Sweetie, and their Dad. (All 3 are white unicorns, while their mother is a pink one.) And perhaps “Rainbow Dad,” but according to one semi-official source, he might not be Dashie’s Dad.
 
Yeah, that was around the time “Dash Academy” (fan-comic) kinda jumped-the-shark for me… (I also felt the ‘shippings were rather forced/cliche’ in it.)
