That doesn’t matter.
Dupe report can also be used to merge a WIP pic into the newer, more recently posted version.
Also if a correction is made to an already uploaded pic, a dupe report can be made, just be sure to state the reason for the request in the “Note” field.

Indeed!
Go to the image you want to have merged into it, and report it as duplicate.
State the ID of the target image, so this image (#685918). That’s the image that will stay after the merge.
