Fluttershy and Angel are kind of like Filthy Rich and Diamond Tiara. Somewhat clueless and overindulgent parents who are raising spoiled, bratty children. Angel adores Fluttershy even though he’s a pest, the same way DT loves her father even if she’s a terror to all other ponies.

I’m confident this was Angel’s original character design, but somewhere along the lines of developing the show the animators thought “… you know what, fuck that, let’s make him a lovable asshole”.
 
Now, instead of D’waa moments, we get scenes of him abusing his caretaker. Awesome.
