I dunno what you mean. Actually, how come Celestia was able to do this “letter sending” ability to Spike when Faust said that dragons were mysterious and ponies knew nothing about them? And WHY him? Doesn’t it make more sense and smarter for Twilight to handle the letters herself since she’s a unicorn/alicorn and Celestia’s student after all? Imagine when there’s a vital situation and Twilight need to report to Celestia, but can’t because Spike’s not around.

This “Celestia raised Spike” idea does not involve anything like this, and does not make Celestia a mother for any new-born creature or had those “motherly” moments, especially since it isn’t the same species or when she’s just looking after it for someone else. Twilight was meant to take care of him herself but was only a filly. And the only thing Celestia did that involved raising him was only to make sure he was just fed, that’s all. Twilight’s parents could’ve been the ones who took care of him, that could’ve been one of Faust’s ideas, as well.
 
PS: Faust never even said anything about that “Celestia is Spike’s mom”.

It was one of those things that wasn’t addressed “yet” in the show, that didn’t come to fruition before Lauren left. She was eventually asked it at one of the panels and said that after Twilight hatched Spike, because Twilight was only a kid, Celestia raised Spike until he was old enough to be proficient enough to be Twilight’s assistant. This time spent together is how Celestia made the special scrolls that can be sent over his flames (he incinerates anything else he breathes his flames on, it doesn’t get sent to celestia).
 
I would imagine that it would be “unprofessional” for ANYONE to hear a little dragon running up to Celestia, calling her “mommy”, possibly implying all sorts of things, so he was taught to use her Royal name and show the same respect, but would obviously know much about the castle he lived in. Lauren was fond of doing “breadcrumb” style storytelling and DID leave a couple of hints.

Best Night Ever: His dialogue about wanting to show all sorts of rare items of the castle grounds to the 6 (who were too busy chattering to hear).

Lesson Zero had Celestia reffer to him as “your friend Spike” when talking to Twilight, which seems rather impersonal if she raised him. Season 4’s openener also kinda implied she didn’t raise him since she said it was ok for Twilight (and only Twilight) not to bow in her presence, even though the three of them were alone.
 
All in all, while the show/comic hasn’t adressed it yet, all the little scenes and hints tend to suggest she didn’t raise him or has any sort of relationship with him at all.

Logically, it would have to be canon. Twilight certainly wouldn’t be able to raise him herself, though Celestia doesn’t seem the one to be an expert with children. Likely had some help from the staff.

Hell, Faust even gave them the idea by saying Celestia raised Spike herself!  
It was a perfect chance to give the little guy some parental love as he grew up…
