After looking at this artist's other pictures, I'm completely convinced she just traced this image and added the shading effects later. All of the other pictures in stellakris' gallery aren't nearly up to par as this, I doubt she drew from a reference, she had to have traced.

I can say from experience that it's extremely difficult to do a picture this detailed in nothing but pen-&-ink and not screw it up somehow. Nice work.

Using cross-hatching for the land & buildings but stippling for the sky creates a really interesting effect.
