Not all of them look the same; Fizzy, Sweet Stuff and Galaxy’s manes are more curly than Ribbon’s, even though, yes, they are similar.
I’m guessing the one power per special talent thingy is another thing from G1 that was brought into FiM…

That’s G1 for you: outside Rescue at Midnight Castle, everypony’s just a recolor of those same design. Before FIM, different ponies actually not looking alike was only a thing in RAMC, Tales and… wait for it… G3.5.
And yeah, the one power per special talent thing goes for FIM too, and it’s even described in the one where we meet Trixie. Twilight’s special talent is magic, making her one of a kind.

So, the one pony who’s special talent is magic becomes the one Pony Gandalf. How one-of-a-kind is she? Well, she got a sun goddess to drop everything and come running to make her her personal student. She sprouted wings and now her maximum potential is somewhere around Luna and Tia themselves.
There’s no reason for anyone to ever think that other unicorns are like Twilight. That they’re not and why they’re not is explicitly spelled out, and pretty early on.
Also I much prefer the G1 unicorn magic. Where every pony had just one spell they could do. Well, other than Twilight and Trixie we’ve not actually seen any unicorns use other spells… So maybe that is still the case for unicorns who’s talent is not magic. Rarity fits that.

Maybe, but they react and behave as though it’s normal for Ribbon to do this telepathic diplomacy.
