They’re not actually gods, more comparable to saints in the Catholic tradition, and specifically are beings that were about to become enlightened but decided to delay doing so in order to aid mortals. Also like saints, they tended to be adapted into the local mythology in the countries where Mahayana Buddhism flourished (Japan, Korea, and China, mainly); for example, Guanyin (Kanon or Kwanon in Japanese, where her cult was/is very popular) was originally referred to as Avalokiteshvara, and represented as male.

Oh that? She is dressing as the Guan Yin, the Goddess of Compassion, Mercy, and Kindness in Buddhism. She is one of the major and most worshiped in the religion (as far as i remember anyway).  
I can instantly recognize that outfit anywhere without google it. How? Journey to the West, my friend. It’s a classic series, i even read the books.
