Actually, summer is more of growth and renewal, while winter is about survival and preparation.  
Emotional states are less one or the other. Summer bolsters things that grow (such as larger predators and prey) while Winter encourages the interactions of the two once the rest of the world is frozen out of the battle (the lone wolf cut from the pack versus a deer or moose starving on its own)
 
In truth, the only reason Winter does more of the plotting and scheming is because they have simpler views of what they want, while Summer’s designs are more esoteric, and thus need a more roundabout way to acquire them. Winter’s more often revealed in its scheming, while Summer makes longer, harder to detect plans.
