The legal definition specifies that there has to be penetration without consent.
 
“Rape” is one of those words that has a legal definition that differs from the understanding of the word that most people have, kind of like the word “murder”.
 
I think you’re referring to cases of statutory rape, which is a different category of rape.
 
In the UK, a woman can only be convicted of rape if she assists a man in the crime, and that only counts as rape by proxy, or something like that.
 
Seriously, when it comes to rape, cases of forced envelopment aren’t taken anywhere near as seriously as cases of forced penetration. The legal situation for men who are raped is a lot worse than for women who are raped.

Forced penis in vagina sex is only rape if the penis is the organ belonging to the perpetrator. Otherwise it’s “sexual assault” at best.

False rape allegation are things that happen, too.  
They usually destroy the life of the innocent man/men.  
Like the time a woman claimed to have been gangraped by 5 guys, it turned out, afterwards, that she lied.

It occurs to me that this is one of the worst possible things to say in that situation. Something like “No”, “Get off me”, “Let me go”, or “Stop” leaves no ambiguity, theline was clearly drawn and flagrantly crossed. On the other hand, “Please be gentle”, if taken literally, could be argued to qualify as consent, i.e. “It’s okay as long as you don’t get rough”. And since DT already seems to think other ponies are hers to do with as she pleases, the last thing she needs is to get away with it.
