A trade commission, apparently, based on this pony

From the artist:
"Bumblesweet dutifully cares after the bees that produce the honey for Ponyville, but even she has her hobbies to fill her free time. When she's not buzzzy (haha get it?) working, she likes to take breaks to sew, apparently."

The figure, stand, table top, stool and sewing machine are made out of Philippine mahogany while the gears are carved from Narra hardwood. The table legs and pedal are made of copper wire. The figures are painted with enamel and protected with a clear lacquer. Bumblesweet sits at 5 1/4" high while the whole piece measures 6 1/2" long, 3 3/4" wide and 8 1/8" high. It took 102 3/4 hours to make.

I'm probably wrong, but I'd imagine developing an extra and her animations takes some time. Time staffers don't care to waste. Although, when it is necessary like with crystal ponies, then… :T

I love these old-fasioned clock-work thingies this artist makes. :)
Gets extra bonus points for using a more obscure pony.

Y'know, if the show is as "overly toy-etic," and to much of a toy commercial as some ex-bronies have said before, how come we've never seen this pony, or many of the other blind-bag, or G4 pony toys in the show?

Admittedly, I actually wouldn't mind seeing Bumblesweet, even as a background pony.
