Probably. The two actually are very similar. Each one has awesome abilities, but cannot unlock them with the help of her friends:
 
  • Sailor Moon possesses the most powerful magic in her universe, but she’s a poor fighter and usually requires the other Sailor senshi to knock the monster-of-the-day down a few pegs before she can deliver the coup de gras with her Moon-weapon-of-the-season.
     
  • Twilight Sparkle is the Element of Magic, but she cannot unleash its full power in the form of the Rainbow of Light without the other Elements of Harmony, because in her universe, friendship literally is magic.
     
    It’s just that their personalities are so completely different, it’s jarring to look at.

My Little Pony - 1992 Edition

I’m sorry, I just can’t see Twilight Sparkle as Sailor Moon. Yes, they’re both the saviors of their respective cartoon universes, but the two couldn’t be further opposite: Twilight Sparkle’s an aloof intellectual who has to learn how to make friends, and Sailor Moon’s a complete air head whose only real talent is the ability to make friends.
