The best I can describe is, he’s essentially having the same thing that happened to Derpy, but at a smaller scale. Because there was something really different about him, specifically being albino and consequently white and pink, people were drawn to him.
 
What the bigger question is is why this didn’t happen around the time the episode came out, which is what usually happens with that type of character. I mean shoot, this picture  
was actually the picture that finally convinced me to watch Friendship is Magic in the first place, back in 2012, specifically because I actually thought it was a pretty awesome design for a dragon (and ironically the picture is actually the reason that my headcanon Fizzle is, unlike almost everyone here, actually the straight one, and Garble the gay one… I ship Garble and Spear (the skinny purple one), by the way).
 
Now of course, didn’t know at the time he had no role in the whole episode and that dragons were so minor in the series, but hey, now I’m brony-ish, so that’s how things work, I suppose. At least now that he’s getting love I can be a fan of him and some people will know what the heck I’m talking about.

Cute as this is, I just love the slight eye twitch that’s seems to convey a sense of, “How is this happening again!? And in public this time!”
 
Though he clearly doesn’t mind too much, could’ve just gone without clothes if he didn’t like it at all.
