I heard that he(or maybe it’s another designer for Square) tends to wear a lot of belts himself in real life.
Those are pretty ineffective chastity belts.
If you pay attention when playing the game, you’ll notice they NEVER animated her with her belt-skirt visible if they can help it. The PS2 literally couldn’t render it properly.
Her dress IS belts!
Can’t forget the zippers either.
