Pretty sure the other one is Rarity, dressed as Sadako from Ringu, which is fitting.

And I love that Twilight’s Kayako costume is based on the original Japanese Ju-on, not the American version (Yes, there is a difference). I guess it makes sense since this is a Japanese artist. :P
