If I had to guess, “Judge” was meant to be the original villain, a menacing character who seemed to take his job seriously and forcefully, if not use his position to bully. (That probably wouldn’t have been good direction.) But in essence, the guy who wishes he could throw Sunny/early Twilight in jail forever or banish her.
The deputy might’ve been the understanding friend, though this looks like he might’ve meant to be a henchman.
^ At least, that makes a lot more sense to me than literally Hitch and Sprout. It’s easy to imagine how that evolved, merged, and switched around.

It looks like the original template for Sprout was supposed to be this judge while Hitch was the underdog deputy. It ended up being Hitch as a sheriff instead of a judge and Sprout being the underdog deputy.
Its like that Disney stigma about queens and princesses. Queens are evil while princesses are good. Judges are evil while sheriffs are good.

It's bad. In a good way!
These dont make me think “Sheriff and deputy”. That big dude looks too cool to obey the law. I really love these designs, they look menacing. Which is why I’m glad they’re not what we got for Hitch and Sprout.
