Why does Tia’s swimsuit need a chest piece? Equine mammary glands are on the lower abdomen, so there’s nothing to cover up on the chest
For the same reason, Rarity did:
Either they are a bit different from our equines on Earth, or animators did it because they thought ponies would look cute or funny that way.

Because to pre-industrial Europeans, “wool = clothing” I think due to the whole thing with Christianity and sheep. IIRC cotton was originally believed to be produced by a sheep.
This is true, but you glossed over the best and coolest part!
They actually heard the whole plant thing… and thanks to some careful obfuscation from the few people importing cotton back then, leapt to some pretty interesting conclusions.
The Vegetable Lamb of Tartary.
The lamb grows as a fruit of the bush, grazes all it can reach, and then it and the plant dies. Sprouting the cotton as seed wrappings.
They’re pretty dang obscure mythological critters, but they pop up now and then. Like in Odin’s Sphere, for instance. Always had a soft spot for them, they’re such… down to earth critters by folklore standards. Pun unintended.
