Tirek is the more competent villain, but Chrysalis is the more interesting one. With Tirek, it would be significantly easier for the story to just be "_[*completely over_":*](/images/1032033) if the main heroes lose and he gets what he wants (contrasting Discord, who at least kept Celestia and Luna around, Nightmare Moon, who had members of the Mane Six working withfor her ~%and it not being a bad story premise for her to take Twilight as an apprentice out of intrigue in general~%, Sombra who had a war going on, and Chrysalis who still had a resistance when Twilight arrived, however hopeless it was under those circumstances), because he's just that type of villain (he'd rather not take his chances with an unknown quantity like Windigos, for instance, unlike Chrysalis, who wanted to fight them at the height of their power). Chrysalis, while not stupid, enjoys her work too much for her own good, and is _*very_* narcissistic and prone to underestimating others, seems to have an addiction for elaborate schemes instead of simple ones, or her debut would've gone differently... not that she can't be menacing, since she's markedly more sadistic than Tirek is.
