Yep, like just below Luna. And as stated it the bio, if the criminals are evil enough, they permanently become tail chub. And the criminals with a little bit of good will hatch as babies. So, essentially, she’s giving them a second chance.

She’s not running it, Luna’s still in charge. Since she’s an egg here, she’ll hatch later on, as a lamia herself, to still be able to run the guard. Luna loves her in my canon, and has thing for vore, so she is still definitely in the Guard.
