Honestly I even don't know how to explane wha this means… so I will say that this is just a joke for ones who undestand

I think "All males are jackasses" or "All males are assholes" will be the most accurate translation of the Russian female idiom used by the author.

I got that quack was a stand-in for random gossip; and the "all colts is goats" is a lot like "all guys are jackasses" or "all guys are jerks". So yeah, makes a lotta sense. :D
