Celestia is hardly reasonable if she’s a hypocrit and the show never went out of its way to try and paint her as anything more then a benevolent ruler. The way you describe her here shows Equestria to be some kind of distopia, which considering the fate of the trio might not be too wrong.
They were imprisoned because there was no other choice at the time. And as for not being hopeless, they only got to that point because they actually got second chances unlike the trio.
Why not just call her Tempest then?
I refered luna and discord to prove they had paid a lot to their crime. Even they were not hopeless thoroughly.

FS used those creatures’ power,who had been imprisoned in tartarus, to open tartarus door. PP had played with chimera in that episode too.
To some extents,Celestia is a harsh but reasonable dictator, an enlightened absolute empress who plain ponies should kneel even worship to(Queen is bad in that show), she doesn’t like felonies.

Both of those imprisonments were cases of desperation where Celestia didn’t have any other choice given their power. In contrast, the trio were defeated, depowered and rendered harmless. Cozy especially as she was a child. And Discord still did horrible things after he was released.
And she is a horrible hypocrit because of it.

chimera had a conversation with Apple Bloom in S8e17?When AJ and Big Mac went to some village to deliver apple pies.
A torture for aeon, not only Lord Tirek but a lot of intellectual or unreasonable beasts like chimera and basilisk.
So why we even feel strange to LoD’ finale?

What? They made the same choices to become villans as the trio. If your talking about repentence and wanting to change, that only happened after they were given second chances and plenty of help to get to that point. The trio never got that.
Thats just an opinion. In a show called Friendship is Magic, having more happy endings isn’t a bad thing.
Forgiveness is not free.
Logically, Celestia have the power to choose someone she thought valuable or pitiable or hopeful to pardon.
Literally, SG, Shadow, Sunset and most of villians had made the correct choice, except LoD. They deserve a far more restrict sentence.
Aesthetically, there are too many happy ending in that show. Need some poor chaps to balance.
Not every pony has its day.
For example, Empathy-SG might better to capture chrysalis，leave her enough time to receive the truth,and then，gave her a full set of mental therapy.
But no pony have this duty actually.To Excellency D, Celestia had ordered M6 to take care of him,to Shadow and SG,luckily,they had made correct choice in their chapter’ end, and then thoched M6 with their experience.
Furthermore，comedy is not aesthetical enough！there are too many happy ending in that show. Although I ship cozy totally,I still presist that the final destruction has completed this role. I prefer she had some happy experiences in friendship college, but she couldn’t reject the excitement of defeating M6 and other powerful ponies,Even the wager is her whole life. Like Aizen of the Bleach.

And yes, it was a public execution without a trial after the friendship rainbow basically spared them. It was overblown, cruel and utterly undeserved. The fact that the ponies were willing to unquestioningly go through with this shows clear hypocrisy among them.

And Cozy being sent to Tartarus without an attempt at reforming her was indeed almost as bad as stoning her. If it was customary then Starlight should have joined them.
CG and Tirek had been thorwn to a literary HELL immediately, no pony, included M6 , had argued this decision，so i presume the decision is legal and customary.
There isnt any unfair here logically.
Furthermore, the trio had been public executed technically, it is also a public humiliation(to some extents,SG had a secret judgement),no pony will accept them from then on,this fate is worse than a easy death.
ALL of LoD had lived a monster life,but KIND Celestia admit them died like a pony(adapted by Nero’s death, Quo Vadis),l love the finale.
And is that fair? What does that say about Celestia’s character? They essentially turned this benevolent figure into a complete hypocrit.
If you decide to become a villian on pony planet, just do it, until you have to pay for it. NEVER PREY FOR FORGIVENESS.

Celestia have a power, not right, to decide who can accept another chance ，on the earth we called it the power of pardoning.This power is almostly abosolute, like DT has done recently, you know,even no senator tired to stop it.
So, the thing you unsatisfied might be why discord and other bad guys had twice even more chances, and the answer is Celestia thought they deserved or valued to be redeemed.
And the fact that those three have been forgiven and given a second chance is unfair towards the trio as they did similarely terrible things as them. If they deserve a second chance then so does the finale villans.

And the fact that they didn’t is still unfair. And if anything, the fact that the friendship rainbow attack only depowered them when it did worse to others says a lot about their potential.
