The shortness of the leash could MAYBE indicate she is in training to be a guidepony for a blind person, and hasn’t gotten far enough to be trying with a stiff-handled harness? Don’t know if they do dogs that way, but for a Pony who has much heart, but little self-confidence it could be a good intermediate step I suppose?
