In such a world, the sort of mental disorders that make them a threat to their fellow man don’t last long.
A person would have to receive a full psych evaluation before being allowed to receive a weapon. Granted, this wouldn’t guarantee that they wouldn’t obtain a weapon through illegal means but at the very least they would be lucky to get off two shots before they tripled their weight in lead.
I would assume that there would be no mental disorders (or untreatable ones at the least) that would prevent said citizen from receiving a gun, am I correct?

Amen to that. My idea of a perfect society is one where every citizen receives full weapons training and basic combat training as part of their standard education and are then required to be fully armed at all times outside of private domiciles. What lunatic would commit even the most petty of crimes when everyone around them has a gun and knows how to use it?
