Kind of but not really. There’s a massive difference between consoles and PCs. A console is, essentially, a PC, but a PC is not a console. PC means personal computer, so technically a pc at your work or at a library isn’t a PC, it’s just a computer. Though in more modern times we refer to computers as PCs because it’s easier. A console is a specialized computer designed to play games of a specific format with a specific architecture and chipset, all they’ve really done with modern consoles is make slightly more powerful versions of already existing ones and sell them at a higher price. What really defines a PC is the customization it allows for the chipsets and the tasks it can perform. You see, old computers like zx spectrum and comodore 64 were computers/PCs but were more like consoles with their standardized chipsets and only running games designed for their software, modern PC’s are more based off of the data input computers that allowed more freedom to perform tasks and later evolved into what we have now. Consoles will never get to that level because of the limits of controllers, how few console developers there are, the lack of a multiplatform software, etc.
But getting or building a PC that’s properly optimized to play games can be pretty expensive, and there’s usually little to no quality control with PC games.
Whereas consoles are primarily built to play games, so if a game is on a console, you can be 99.9% certain it’ll run smoothly, and console games have to meet the standards of the company that owns the console.
