I still expect for her to have control over her own power. Being this powerful doesn’t mean constantly blowing everything away. That implies Celestia is incapable of any other form of magic that doesn’t mean taking the DBZ route.

Well if her true power is this multi-directional solar flare then it would stand to reason that she couldn’t use it safely unless no ally pony was within range.
And assuming she could find a way to use her full power safely, perhaps she is too afraid to due to fears over what it could do to her psyche? Namely that if she did master such power then she would be tempted to believe she didn’t need anypony else (as hinted in this episode). Her regular power is enough for most threats, and where it fails she has always had allies to do what she can’t.
The world of cardboard excuse totally fits Celestia still. If your full power can, for the sake of argument, blow up a building just by being out it doesn’t matter how much experience you have with it; you are still going to blow up the building.
To look at it another way if you give a demolitions expert one ton of C-4 for a job that requires only a few grams it doesn’t matter if he is the best demolitions expert in the universe using the ton of C-4 will still destroy more than is needed.
Daybreaker being evil here doesn’t have to do with her full power being used, she is using her full power because she is evil and doesn’t care if she hurts others.
But in this case, it kinda is; I mean the world of cardboard excuse fits Superman but not someone like Celestia. That kind of justification comes off as insulting; it’s saying that despite having over 1000 years of experience Celestia still has such horrid control over her power she can’t even use it properly. Why even be this strong if it amounts to nothing?

Also, damaged psyches from nightmares could still be helped with therapy, counseling, etc. So there were options during those 1,000 years, just not as good as having the princess of the night to help you during the actual nightmares.

I got the same impression, Daybreaker just seemed to be way too involved with Celestia to have been only a creation of Starlight’s fears. Heck I don’t think Daybreaker ever even addressed Starlight.
I really liked the repeated hints that both princesses are more powerful than they normally seem to be. It helps explain some of their failings over the series, namely that its dangerous to embrace their full power as it can have a corruptive effect.

Well we have a canon insane pony Screwloose but I guess that’s what you’re not looking for. I guess rather they became insane they became paranoid or rather less harmonious then the ones without these problems. For example the Flim Flam brothers, they would use their talents to swindle ponies rather being helpful with their marketing skills. This could came from fear of poverty or something similar, without Luna during their colthood they just succumb to that fear and think of themselves more then their fellow ponies. If Luna was around they most likely turn out like the CMC I assume, well that’s my theory at least
