but if i wanted to use the AI for an animation, or say a series of animations, It would be fine?  
Likewise, would it be fine to say use Tank Dempsey’s voice Files (credited to Steve Blum) for a Wolverine animation, would that be okay?
 
I’m curious, as I’ve seen various Youtubers like Mighty Raccoon use files for official voices for his animations, and i’ve seen movies like Nazo unleashed combine it with improvised voice acting.

No, a person’s voice is not their property. Otherwise an impersonation any comedian makes would be illegal. They at the very least fall under fair use, because there are only so many tones a human voice can have, and there is a near guarantee there can be two people that can sound exactly alike. This AI only makes it more commonplace. It is an impersonation in all senses of the word.
However, it is when you use that impersonation to act on the behalf of the person you’re imitating, is when you are doing something illegal. i.e. those who use this technology for commercial purposes or to pretend they are the creations of the actor themselves in any official manner to have access to things they otherwise shouldn’t. Those are the people you should go after, as that is clearly identity theft.
But its too late now to prevent those abuses from happening as the technology is already free and available. Only to enforce the law on people that are abusing it and shape society to adapt to the inevitability of this technology. If we and 15 weren’t developing this, someone else would. Perhaps someone with far more malicious intent than making a fictional character say silly things for our amusement.

One could argue these specific character voices, not the general voices of each person they use for themselves or all characters, but individual specific voices of copyrighted characters, are owned by Hasbro. I’m not saying that’s what I believe, but a character’s voice isn’t 100% the property of the voice actor.
And that would be an arrangement between the voice actors and the company that they would have agreed to. Which once again does not give people the right to steal their voices for personal use like this.

Well, I don’t know that much about computers, but I doubt that even those are at the level of the ones that a laboratory dedicated to the study of AI and computer science such as MIT has or that money, because 15 was funded by them apparently.

Okay, the issue with training an AI to do anything is you need data and you need a HUGE computer. Actually running the AI only needs a much smaller computer.
 
So what a lot of people do is rent a server from Amazon (most such systems are around $15 an hour to rent) for a day or so, and do what a home PC or server would take months to do.

Also VAs don’t voice their characters in public very often because they A. know that miscreants can remix their voices and add them to anything online and basically get free voice acting and B. VAs consider voice acting a job, and in jobs you get paid, and if they’re not going to get paid for voice acting, they won’t do it. Generally.
