If you start counting at 3, do you reach one hundred at 100 or 103? Just because we didn’t start counting at 0 doesn’t mean we have to treat 20 like it’s part of the 10’s. The real first decade is 1 BC to 10 AD.
That’s my point, we don’t index from zero. So 2019 is only the ninth year of the 2010s. A decade has ten years. The first decade of the common era spanned the years 1-10, therefore the second decade must have spanned 11-20. Logically, it follows sequentially thus forever onward. Every decade must star with a year ending in 1, and end with a year ending in 0, to be followed immediately by the succeeding decade.
Nobody says 2019 was the 9th year of that decade, though. Indexing from 0 only makes sense in programming contexts, and it’s a meaninglessly pedantic distinction.
So your schema for determining lengths of time is inconsistent across time. Hm-hm-hm!
