Example: Target trademarked the shade of red in their logo, but they can only enforce it if the infringer is also a department store and has a logo similar to Target

No, you can’t do that. If Pinkie Pie was a telecommunications company, there’d be a case, but she’s not. Since she is not in any way competing with them, she can use a similar color.
