Panel Nine: Thistle reaches towards Lulu, either to take the bedding or to pull Lulu into a hug. Lulu’s immediate response is to cover her head and beg for forgiveness.
This is textbook abused child behavior, and Tempest recognizes it for what it is.

Based on poor Lullaby’s reaction, it wouldn’t surprise me in the slightest if either her former caretakers or Rusty had beaten her for wetting the bed before.
 
 
Not sure, what’s up with Tempest in the last page. Maybe she realized what happened to Lullaby and is ready to beat up somepony.
