I think it started when somebody asked if he had read “Cupcakes”. Which back then was as common a tumblr question as; “What is your first human memory?”. It probably stuck because of the comedy of the idea that Fallout’s Caesar likes a show like MLP.

But I could be way off in that statement. I only see bits and pieces of this tumblr.
