So, Headcanon:

Discord knew the villains would usurp him, just not when and would use the bell to siphon his power. As a result, his chaos magic contaminates the bell and while it can take magic, it can’t give magic without also giving his chaos magic.

Discord wins again since his magic only truly works for him.

I can say this because Pinkie was very clearly at the mercy of the chaos, despite having an idea of how to guide it.
