My theory is that after Twilight ascended to the throne, the Young Six took the Mane Six’ place as the de facto Elements of Harmony group. While the rest of them stayed in Ponyville, Gallus went to Canterlot to be with Princess Twilight so that whenever they were needed she could dispatch him to inform the others.
