Ocellus is where Spike was during the first two-or-more seasons: in the back of darn near everyone’s mind.
And Spike is not an element (although I understand why he is there), and where is Ocellus?

When somebody says it’s over, why should the editors care anyways?
The lack of Stygian is perfectly understandable. The lack of Ocellus shows how little they cared.
This is how the writers, the characters, and the fanbase treated him for the longest time.
(Not that that’s anything new, of course.)
They probably wrote it in a single day in March after something forced them to change plans. That, too, I guess.
