Aside from the fact that the amulet thematically diminishes the importance the princesses have to Equestria, Celestia and Luna are abdicating, passing on their roles and responsibilities unto Twilight, their successor. The problem is they don't pass on their most crucial aspect that enabled them to rule and carry out their responsibilities, their magic. Why would a great ruler on her way out keep the thing that enabled her to easily carry out her duties into retirement and not bequeath it onto to her successor, who'd most likely need it to rule as effectively as she did, let alone surpass her, like Celestia wanted Twilight to do? The amulet is not only a cop-out but is also prone to breaking or getting stolen. A great ruler entrusts her successor to reign far greater than she once did, and that includes passing on her most important responsibilities and the power to wicarry theldm iout.
