I think that was the case at one point, but they changed it do distance him from JanAnimations. That’s also why he was redesigned, people thought he was Jan’s OC…
Cotton Cloudy was actually dummied out at some point IIRC…
They added Derpy a while back, three times actually as “Lazy Fan”, “Muffins” and “Mail Muffins”, but you’re right about Cotton Cloudy needing to be added. I also believe there’s still several notable BG ponies that are still missing like Shoeshine and Goldengrape.
