It… kind of is, though. If you’re really poor it can be pretty challenging to get through a day without violating some sort of ordinance if someone really wants to take you in. And that’s over and above the harrassment that poor people can get just existing in public spaces.
Or as an author said a long time ago, “The law, in its majestic equality, forbids the rich as well as the poor to sleep under bridges, to beg in the streets, and to steal bread.”
