Ah, no, a “vector” has a different meaning in general.  
You have a vector (or better, vectorial image) when the lines, the colors, the shapes are made of vectors, i.e. graphic elements that are defined by some points, and curvature, and slope, and so on, as opposed to a “raster” (or better, rasterized image), which is defined pixel-by-pixel with a color.
 
To make a “vector” you have to use a graphic program that can work with vector elements, such as Photoshop, or GIMP, or Inkscape and so on, and possibly export to some vector format like SVG.
 
Almost all the graphic in MLP:FiM is vectorial, but these comics are made with the good old pencil and ink, so they’re less suitable to be converted to vectors.

I’m nowhere near artistically inclined. So vectors to me means a cutout. May have a different meaning in this case but who knows.
