I was thinking the same.  
I see only the human seven in pony, lyra, flash, bulk and derpy in there.  
It will be foolish to bring an entire mass through that distance all at once.

I notice that they brought the camouflage bush along, again, which suggests that they were still trying to stealth through Ponyville. Another indicator that Sunset probably didn’t try to bring everyone from the ship through the portal.

This is likely the most REASONABLE scenario.
 
It would be TOO DANGEROUS to move everyone through the sand_portal (even if they take out all the sand first), walking for hours as ponies through the Everfree Forest (getting distracted & lost), then Ponyville (again the same), then inside the Castle of Friendship [unless they block ALL OTHER DOORS and stairs].  
-> Then you may even get some of them doing it on porpouse [if they had massive debt or a criminal backstory].
 
Another serious risk of making “The Portal” at C.H.S. a super-public knowledge is that the word could reach out to the Sirens [they never knew about it].

By that you mean hasn’t changed at all.

Trying to get every man, woman, child and rabbit back to the mainland via Equestria would be a logistical nightmare. Presumably only the CHS students who already know about the magic ponies go through the portal, and then they send help to rescue the assorted staff, parents and animals still stuck on the island.

Which means that now everyone in Canterlot City knows of the existence of Equestria and that there’s a portal to a magic pony world sitting out in front of Canterlot High. I don’t know what they have planned next for EQG, but their world just changed forever.
