Let’s be clear on history here. This was enacted because one time someone yelled “FIRE” as a joke in a super crowded building. The stampede of people that followed killed lots of people.
This was before the time of the fire alarm, but now it really only applies to that. Falsely causing a panic that hurts people and wastes state/city resources is illegal.
You can blame stupid people for that.
Other than that I wholeheartedly agree with you that speech should be completely legal.
And tbh, I don’t think you were actually being arrested for SAYING Fire, but for causing whatever hell came after.
So, if you scream fire and nothing happens, eh, if you do it and someone dies because of your dumbass, then you are in trouble.

Both of those have legal as well as obvious physical implications that seperate them from the definition of constitutionally protected and guaranteed freedom of speech, though. Pulling the fire alarm is the same call to action as yelling fire, doing either one when no fire exists thus resulting in panic and chaos are therefore legally treated as the same thing.

That isn’t freedom of speech. By definition It’s considered a call to action. Saying you wish someone was dead is perfectly legal, but saying I’ll give you blank to kill this person is a call to action in the category of criminal violence.

Even America does not have complete freedom of speech. There are circumstances where words (and only words) can get you arrested, such as yelling that there’s a fire in a theater, or convincing someone to break the law.

That is why America is a republic. That means we have a set of rules that can’t be violated. Like, say, you have the freedom to say anything you want ever. The government, legally, can never take that away. Of course, a corrupt government will try to, in which case we the people are legally allowed to destroy it.
In a democracy you don’t have that, so a majority can easily vote to destroy a minority and it would still be legal. You can’t do that in a republic

And calls to action are a type of speech, and would be protected IF we had 100% complete freedom of speech.
There’s also the example of lying under oath, which is also prohibited while not being a call to action.
