Yeah the game gives you no hint to do it, infact the first time i played i did the same as you.
Then during my second playthrough i decided to mix it up and low and behold stunned orca.

wow really? I never knew that. back when I was a kid I always just tried to just chase the orca from behind to stay out of it’s way as much as I could then bite it until it died, no wonder I had trouble.

The trick was you had to stun the orca by tailwhiping then you could bite it fir heavy damage.
