I am not certain if I can agree with his feedback here.  
It is true that magic is extremely expensive and that if you tried to beat the game using only magic, it would ruin you, but I find magic to be very efficient.  
Even if you can’t affort strong enough weapon at specific points of the game, you get access to more powerful spells as you level up. Lightning and Lightning II can work as well as EMP rifle against robots. Death Ray is even more powerful than Sniper Rifle “Remorse,” and Heavenly Light do as much or more damage than Minigun or even heavy machine gun.
 
The trick is to use magic together with your other weapons. Thanks to this, you just use mana as quickly as you find mana recovery potions. Magic is made to be support, and it perform this role well. (Especially if you use overpowered Sniper Rifle. Shot, Deathray, Shot, Deathray, Shot, Deathray. It do insane DPS if your crit rate is high)
 
Still, as someone who never use telecinesis for combat, I can’t agree or disagree with what he said about throwing damage. I just found telekinesis, Energy Weapons and Stealth to be the most useless skills in the game and never use them.  
There’s also an issue with Firearms and Energy Weapon. Since firearms offers perk that increase resistance to bullets and allow a way easier ammo management, I can just skip on Energy Weapon and focus on Firearm instead. (At least Melee lv3 let you be cost efficient with Dawnbreaker and Repair lv4 and 5 offers really good crafted weapons).
 
There was one time I tried to use energy weapons. I had to use tons of catch to buy plenty of spark and crystal batteries from shop, took skill recycle, and it still wasn’t enough. Still, back then I used only Cerberus and Plasma Gatling. Maybe if you go into energy weapon and shot-rate firing energy guns like railgun, this wouldn’t be a problem, but considering that firearms offer you sniper rifles as well, there’s no point.
 
Long story short, I found all skills to be useful in some way except for: Telekinesis, Stealth, Energy Weapon. The issue is that Melee lv3 with armor piercing perk is very cost efficient, firearm give Armored Hide perk that is essential, but energy weapon, stealth and telekinesis don’t offer much. The only reason I even go for telekinesis lv4 is to get Pinkie’s statuette.

I understand why you would have difficulty against him. I also died to him plenty of times in the past, but in recent run, I beat him on my first try (as well as his stronger version in bossfight room)
 
The basic thing you need obviously is Moon Armor and amulet that gives you 30% resistance to dark magic. You can get the amulet by doing quests for Zebra. (I don’t think wearing amulet increase damage from pink cloud like armor does, so wearing it on all the time in Manehattan is a good idea).
 
Next, stack up on purifying potion. Zebra can sell you potions that removes curses. If lets say the boss cast a bunch of spells on you (like the one that makes you immobile, or one that don’t let you heal with potions), just use pirify potion and they are gone. (Just expect to use plenty of those. If you’re not running all the time, you will get hit by his curses a lot).
 
Next, weapon chose: When it comes to magic, heavenly light is certainly the best. It let you to defend against monsters that he summons against you and deal a decent damage against the guy.  
As for Minigun, it is a bit tricky against him. He is extremely mobile, so it is hard to keep him targeted with rapid-firing weapon (even though his lack of armor makes it easy to damage him with it). If you have sniper rifle like “Remorse” or “Spitfire’s Thunder” and “Soldier’s luck 3/3” and “Deadly Critical” and “One shot one kill” You can use it to hit him hard whenever he expose himself. It may do less damage per seconds, but Sniper rifles are OP in this game, so you’ll get him down eventually. ( I am not sure if mines are good option against this guy, considering that monsters he summons will just trigger them).
 
Normally I would advice using sniper rifle and death ray “shot, spell, shot, spell, shot, spell” but I think he have resistance to death magic, so heavenly light and expansive ammo for sniper rifle should do the trick.
 
Also, personally I stay on the bottom and try to run left and right to avoid his spells. When he summon monsters, they usually spawn on higher floors, so it gives you time to shot them down before they get to you. Just be patient, shot him whenever he’s exposed, heal whatever damage he do to you (he makes many breaks between attacks) and use purify potions.
 
Another thing is, just like when Alicorn is using deadly laser, whenever this boss attack you with dark bullets, just create magical wall to block it. While those attacks do insane ammount of damage to your health, they seem unable to penetrade it. (I am not talking about yellow bubble you put on yourself. I am talking about blue wall that block bullets). If you create this barrier and hide behind it, you can keep shoting him without any risk. This is actually the best time to do heavy damage to him.
 
As for boss in military base. Use Moon Armor against that floating ball of destruction and focus a lot on speed. The most deadly thing that it throw at you are plasma granades taht stuck to walls (if 3 of those explode near you, you’re dead). I am not certain do plasma granades are considered plasma or explosion when considering damage resistances your armor provide. Against this boss, speed and distance is crusual, and avoid hugging walls.
 
Against the leader of Steel Ranger, the best option is to use Shadow Potion. Use it to get into a good position. Once it runs out, you can either throw a bunch of egg granades from position that he can’t see you, or just carefully levitate the most powerful mines and wait until he walks into them. Just stay out of his sight and you’re golden.

@CommanderX you look like a real remains veteran. Could you tell me how to beat last bosses, like necromancer, without dying 10 times? When on high difficulties i just can’t beat the necromancer on drugs, potions with couple thousands of minigun ammo with all the shields, evading with kinetic jumps. In the end most of the damage is done to him with lunar blade, and i can’t find the simple way ;-;

Well… I did my best to share my feedback with him on DA account, but I doubt it worked. I can only speak Poland and English.  
Using Goggle translator to translate Polish or English to Russian worked poorly (he didn’t understood what I tried to say) and I fear he won’t bother to try to translate my feedback from English to russian.  
Bummer.

As someone who beat the game more than once on “Super Hard” difficulty and someone who tried many times and failed to beat it with “we live once,” I hope that ver 0.8 will do some balance changes.  
My wishlist is:
 
Turrets (nerfed for factory and stable 88 area. It took me a very long time to memorize their location and adapt.
 
Rapid firing weapons (buffed. While rapid-firing guns like light and medium machine guns have high DPS, they are inferior to sniper rifles. Both my rapid-firing weapons and Steel Rangers machine guns seems really weak)
 
Sniper Rifles/Slow firing guns ( Nerf. The moment I get deadly critical and increase crit-rate with perks and potions, I can KO nearly every enemy with a single shot, and the only enemies I am scared off are Zebra assasins and all enemires who use sniper-rifles and railguns. Anything that shot slow but hard is too OP)
 
Alicorns (buffed. While Alicorns are the most tanky units in the game, their biggest weakness is that they are sooo slow. Their movement speed and slow attack rate makes them way easier than other enemies. When compared to Zebras, alicorns are joke).
 
Strong Kick (learning this skill during tutorial level rather than it being a perk. Let’s be honest, hoof attack is useful only for kicking doors. It is just too risky to use in combat when compared to melee weapon. The only thing this skill does is make game harder with “raondom skill mod on.”
 
Steel Rangers (buffed. Even though Steel Rangers have tons of hp and a lot of armor and magic armor, I found them to be very easy to defeat. Even stable 88 enemies are more scary. The reason behind it is mostly that rapid-firing guns are sooo weak. Since Steel Rangers use machine guns, laser gatlings and plasma gatlings, they aren’t much of a threat. Armor piercing rounds or sniper rifles make quick work of them).
 
And lastly, reduce usage of bateries for energy weapons. Unlike melee that is most cost-efficient and guns that give great bullet resistance perk and way easier ammo management, most energy-based weapons cost way too much to maintain. I suppose using Paladin or Railgun is the only option to use energy weapons. Trying to use Cerberus or laser Gatling or Plasma Gatling forced me to buy all batteries avaible in shop and it sitll wasn’t enough. (Also, maybe one perk that increase resistance to both laser and plasma weapons would be nice. It seems a bit of a waste to use many perks to defend against energy weapon when investing in guns gives one perk that gives bullet resistance).
