Maybe that’s what they mean by “surrogate.” A surrogate is normally someone who carries a child on someone else’s behalf, so if you consider the fused Twinrova to be a different entity than the separate Koume and Kotake then technically they were the surrogate on their behalf :D

I’m pretty sure the makers of the video game directed at kids had in mind the second definition rather than anything like fusion pregnancy. XD They took care of him, they were like mothers to him.

Even then, how would Koume and Kotake both be his surrogate mothers, unless the two of them fused into Twinrova, got pregnant and maintained the fusion for a whole nine months (or however long Gerudo pregnancy lasts)?
Or do they mean “surrogate” as in a sort of a “found family” type thing? Like, Ganondorf (like Link) never knew his biological mother, but the two witches took him in and raised his as his mother-figures, but they never went to the trouble of officially adopting him. Is that it?

It raises more questions than it answers though. Like, a surrogate implies he came from elsewhere and they only carried him to term or whatever (assuming they didn’t mean “adoptive” and messed up the translation) :P

To be fair, the game’s not really clear on how it worked either.
Did one of them give birth, but they forgot who the mother was, so they just both called themselves his mother?
Did they get pregnant as Twinrova, making both of them his biological mothers?
Did they just adopt him together?
(Questionable) Does one of them have a dick and she got her sister pregnant?
All of these possibilities and more, but we’ll probably never know the truth.
They’re a cool concept :D

To be fair, they only try to “murdilate” him when he attacks them first, and usually several times before they swarm him.
