Starlight one is debatable. Most of them likely joined by their own free will beca use they felt what she had was better then what they came from. The fact the village is still there and they still live their supports this idea.

Or not. After actually getting power her sanity decreased big time, and the looks of ponies here indicate that they don’t really trust her anymore.
 
Plus, other villains used other kind of control or defense mechanisms along to prevent retalations: Discord Tirek and the Pony Of Shadows were just unharmable by anything except the elements, Sombra used Dark magic to control his subjects, Chrysalis took advantage of the lack of food for changellings, Sunset was implied to use the Napoleon tactic “divide and conquer” so no one would be strong enought to oppose her, the Dazzlings pretty much brainwashed anyone who could oppose them, Starlight broke the ponies’ minds before they could join her, etc.

This would be more terrifying if she actually did  
have all of those pony students under her command.

Except Demon Shimmer tried to do a zombie apocalypse. Cozy’s students thought are hopeless beyond reasoning because they don’t know what to do and no one is controlling them with a mental joystick.
