Even if they didn't transform then, Thorax's policies as king would eventually get them to transform anyway. He wants everyone to be friends and get along, so sharing love would become unavoidable for the changelings unless they left the hive.


 
As such, I could see this being a sort third form between his sparkly wings and his full transformation. This would be his form while he's technically the new leader of the changelings, but hasn't yet gotten them to accept sharing love and being friends over stealing love and only looking out for themselves. He gained his new form after confronting Chrysalis and sharing love with her, so maybe he could also gain it once he got other changelings to begin doing it.
