Can’t decide if it was just poorly written, or if Dash and Applejack really are that unsuited to leadership.

Neither. They are both good at leadership. It’s just that they both tend to be a bit stubborn and convinced their way is the best, and that can put them at odds at time. And absent their other friends to point out what they’re doing wrong, they can go a bit overboard.
