That's often my issue with Pinkie. Overall I like her, but when it comes to comparissons between she and the mane 6, her unability to use her intelligence in a consistent way is the reason my liking for the character is not very consistent either.
Pinkie guides herself throught what she feels rather than what she thinks. Funnily enough, return of the harmony show us that while her thoughts and maybe intelligence are hard to pinpoint, her emotions are easy to read: being laughted at or feeling that her friends doens't like her can really get her down. Plus, for all her cartoon physics, Pinkie can only work only as far as it's fun, but when she's sad or feeling down her cartoon skills dissapear.It should be noted that Pinkie's fighting prowess is not exactly stellar compared to Rarity or Twilight and can be handled fairly easy.
Long story short, Pinkie is often assumed to be chaos incarnate, but while I certainly chaotic, she's not exactly as unpredictable as people think. Keep on mind, chaotic character Discord, who consistently uses his intelligence, finds her more irritating rather than fun a lot of the time. So much for chaos partners.
